AIM

According to the guidelines of the Swiss-Polish Co-operation Programme, the role of the Partnership Fund is to promote and reinforce partnerships between Polish and Swiss local and regional authorities or institutions or social partners, as well as creating and reinforcing co-operation of Polish and Swiss local and regional authorities, institutions and social partners, with Polish NGOs in order to increase their role in the decision making process for the region or the sub-region.

Activities under the Partnership Fund should, among others, aim at:

  • promoting and exchanging the best practice and/or transferring know-how or knowledge under the partnership entities/institutions,
  • providing knowledge and experience transfer from Swiss self-government and government bodies institutions and social partners to Polish local and regional authorities, institutions and social partners In terms of providing access to information and participation in the process of making decisions regarding specific undertakings such as information activities, social consultations and negotiations with social partners,
  • co-operation of Polish and Swiss self-government units, institutions, social partners with Polish NGOs in order to increase their role in the process of making decisions for the region and/or sub-region.

Under the Partnership Fund, the Applicants will be able to implement projects focused at tightening bilateral co-operation between Poland and Switzerland.

The aim of the Partnership Fund is also to create and reinforce partnerships between regions, institutions and social partners in Poland and Switzerland. Implementation of projects co-financed from the Partnership Fund is also aimed at enabling such activities that will contribute to reinforcing partners between self-government units, institutions and social partners in Poland and Switzerland and at NGOs reaching a significant position in co-creating local community.

The Partnership Fund also creates a chance to implement local and regional projects in various topic areas aimed at exchanging the best practise and transfer between regions.

AREAS

Projects submitted under the Partnership Fund have to implement assumptions and aims of the Partnership Fund which are: promotion and reinforcing co-operation between Polish and Swiss territorial self-government units of the local and regional level, institutions and social partners and be coherent with one of the following eligible activities:

  • partnership projects aimed at creating/reinforcing partnerships, especially through implementing common activities in certain focus areas, by Polish and Swiss self-government units, institutions and social partners in order to promote and exchange the best practice and/or transferring know-how or knowledge in under partnering entities/institutions,
  • partnership projects aimed at creating/reinforcing partnerships, especially through implementing common activities in defined focus areas by Polish and Swiss self-government units, institutions and social partners in order to ensure transfer of knowledge and experience of Swiss self-government units, institutions and social partners in terms of providing access to information and the process of making decisions concerning specific undertakings, such as information activities, social consultations and negotiations with social partners,
  • partnership projects aimed at creating/reinforcing the co-operation networks of Polish and Swiss self-government units of institutions’ self-government units, social partners with Polish NGOs, in order to increase their role in the process of making decisions for the region and/or sub-region.

Under Priority 1 and 2 of the Block Grant  grants will not be awarded to:

  • activities based on direct aid (including direct social aid),
  • activities which are aimed at financing only the current costs connected with the Applicants activity.
  • activities based on further distribution of the received resources, so called re-granting, i.e. transferring the resources to third parties under a separate competition procedure without a possibility for direct control of its spending,
  • projects, where the Applicant in not the recipient of the grant,
  • on-going or completed projects,
  • political activities (connected with a form of political agitation, organising election campaigns or promoting a specific group, election committee or political parties, as well as organisations that support them),
  • religious activities (connected with religious cult and priesthood),
  • commercial activities (implemented in order to acquire profit),
  • investment activities – including all purchases of equipment or other assets, and accessories, renovations and adaptations of rooms

RESOURCES

1.8 million CHF were assigned for Priority 2 under the Block Grant. As a result of assigning an additional amount of resources for the Block Grant in June 2012, the amount was increased to 3.6 million CHF.

Grant value for a project under Priority 2 will amount from 10 000 CHF to 250 000 CHF.

Swiss Franc exchange rate according to which the value of the above limits should be set in złotys, will be provided on the Partnership Fund’s website www.swissgrant.pl. It will be purchase rate of the National Bank of Poland from the day of announcing a given edition of the competition.
