Increasing the amount of funds for the Block Grant

Due to many questions asked about increasing the amount of resources for the Block Grant, we would like to inform you that the Intermediary is currently signing an appropriate annex with the Ministry of Regional Development.

Following our information, during the meeting of representatives of the Ministry of Regional Development and the Swiss party that took 20th January 2012, a decision was made to assign an additional amount of funds devoted to financing projects under the Fund for Non-Governmental Organisations and the Partnership Fund under the Swiss-Polish Cooperation Programme Block Grant. This means a significant increase of allocations for cals planned under the Fund for Non-Governmental Organisations, and securing resources for the second call under the Partnership Fund.

Precise amounts of allocations and the date of comencement of the call for proposals under the Partnership Fund will revealed soon after they are finally set by the Donor and th Ministry of Regional Development.

Grant application registration is complete

Today, all Applicants will receive e-mails confirming that their grants submitted under the second call for "large" projects under the Block Grant's Fund for Non-Governmental Organisations were registered.

We would like to remind that grant applications are accepted until all applications sent before 29th February arrive. The Intermediary reserves the right to not accept an application and to reject it for formal reasons if it arrives later than 20 work days after the call closes.

The Intermediary has already accepted 615 grant applications. They are now assessed formally. If there are any errors or lacks that can be corrected in accordance with the Fund's procedures, the Applicants will receive appropriate information by e-mail of by fax.

Last days of the call for proposals - what should the Applicants pay attention to?

We would like to inform you that 29th February is the final date for submitting grant applications for "large" projects under the Fund for Non-Governmental Organisations. Before submitting the grant application to the Intermediary, please read the Procedures Handbook for the Fund for Non-Governmental Organisations, that presents in detail the formal requirements that an application has to fulfil.

This article was created in order to help the Applicants to avoid formal errors. It only answers the most frequent questions asked during our hotline sessions.

What should the Applicants focus on, when submitting an application?

The final date for submitting applications is due on 29th February 2012 - at 5 p.m. in case of submitting the applications personally. If the application is sent by post or by a courier, the sending date will be binding. 

The grant application should be sent to the Intermediary in an envelope with a description: „Wniosek o dofinansowanie projektu w ramach Funduszu dla Organizacji Pozarządowych".

One should submit the original of the grant application, together with all the required appendices, 2 copies of the application (without appendices) and a data carrier (e.g. CD, DVD, a pendrive) with an electronic version of the grant application.

The application file should be saved in the .xls format. The .xml file will be generated by the Intermediary's employees when the application is registered. 

The required appedices to the grant application are described in detail in the Procedures Handbook for the Fund for Non-Governmental Organisations (chapter 4.4., pp. 41-44). Please, pay close attention to the Applicant's Declaration on public aid received (deminimis aid) – we would like to remind you that this appendix is obligatory for all Applicants.

In order to make the Intermediary's work easier and more efficient please bind the documents with a paper-clip (instead of stapling) and to avoid putting them into folders, files, plastic jackets and to avoid using interleafs. It is appropriate for the original, the copies and appendices to be delivered in archive clips (based on a two punchhole system). All additional systems for organising documents hinder the registration and formal assessment process.

Announcement of the results for the first call for proposals of the Partnership Fund

Ladies and Gentlemen,

I am pleased to inform you that we have completed the appraisal process of the grant applications submitted under the Partnership Fund and I can announce you the results of the call. As we have informed you earlier, the Intermediary received 11 grant applications.

The amount of resources set for the call has been set by the Donor at 1 800 000 CHF (5 743 260 PLN). The grant amount that the Applicants could apply for is 10 000 CHF minimum, and 250 000 CHF maximum.

You have definitely paid the most interest to the focus area connected with development and reinforcement of partnerships in order to promote and exchange the best practice in the field of the best practice in partner bodies and institutions – this area has been selected by 10 Applicants. 1 Applicant has selected actions connected with developing and reinforcing partnership in order to provide transfer of knowledge and experience from Swiss bodies and institutions in terms of information actions, social consultations and negotiations with social partners.

Representatives of voivodeships was as follows: two applications came from małopolskie, lubelskie, podkarpackie and pomorskie voivodeships each, one application from podlaskie, śląskie and wielkopolskie voivodeships each.

I would like to briefly show you the process of verifying the applications.

All the applications submitted to the Intermediary were registered in the Block Grant database, and registry numbers were assigned. Then, they were directed to formal assessment, that was conducted by the Intermediary’s employees. All applications have positively passed the formal assessment and were directed to technical assessment. The technical assessment was conducted by independent experts selected byt he Assessor Selection Committee that included representatives of the Intermediary and the Swiss-Polish Cooperation Programme and the Ministry of Regional Development. The experts invited for assessment represented various regions of Poland, and had vast and practical knowledge and experience allowing for in-depth assessment of applications in the focus areas of the Partnership Fund. The Assessment took place in accordance to the Criteria for technical assessment of partnership projects that were presented in the Fund’s Procedures Handbook. In one case, where the difference in points assigned by the assessors was greater than 20% of the maximum point amount, the application was additionally assessed by the Manager for applications collection and appraisal.

3rd February saw the meeting of the Steering Committee with participation from the observers from the Swiss-Polish Cooperation Programme Office and the Ministry of Regional Development. The Committee’s actions include control and monitoring over the whole call for proposals and the grant application appraisal, but the Committee’s main role is to make a final decision on awarding the projects and to accept the ranking list. The Committee Members received the assessor’s appraisal, the list of applications that qualify for a grant, the ranking list, and the list of technically rejected application in advance. During the meeting the Committee members had access to all appraisals and application forms, as well as the appendices and the correspondence with the Applicants.

After analysing the materials, the Steering Committee did not have any reservations regarding the technical appraisal of the applications. They considered the appraisals as competent and has accepted the ranking list and the list of technically rejected applications. As a result of the Committee’s proceeding, grants were awarded to 9 projects.

The Committee has also accepted the statement about the application no. 0008/P/1/2011 that was put on the ranking list, but the call’s budget did not allow for it to be awarded with a grant applied for by the Applicant. After a discussion the Committee members have decided that the Intermediary should ask the Applicant whether he wants to implement the project with the available grant amounting to 615 098 PLN and with the own contribution extended to 181 132 PLN, or if he resigns from using the grant. If the Applicant does not accept the suggestion, the amounts that will remain in the Fund’s budget, i.e. 615 098 PLN, will be transferred onto the second call for proposals for partner projects that will be announced in this year’s 1st quarter.

The Steering Committee’s Decision is binding and one cannot appeal from it.

Soon, all Applicants will receive comments summarising the appraisal.

In the end, I am pleased to inform you that on 20th January 2012 a meeting between the representatives of the Ministry of Regional Development and the Swiss party took place. It resulted in the decision on awarding an additional amount of resources for granting projects under the Swiss-Polish Cooperation Programme Block Grant’s Partnership Fund. As a result, a second call for proposals for the Fund will be opened in March. We will inform you about the precise amount of allocation and the opening date as soon as they are set by the Donor and the Ministry of Regional Development.

We are pleased to inform that 20th January 2012 saw the meeting of the representatives of the Ministry of Regional Development and the Swiss party, which resulted in a decision on awarding additional resources for granting projects under the Fund for Non-Governmental Organisations of the Swiss-Polish Cooperation Programme's Block Grant. Significant increase of allocation will concern the current, second, call for 'large' proposals that concludes on 29th Ferbruary 2012. It is also planned to increase the allocation for further calls for proposals. Precise amount of the increased allocation will be provided soon, after it is finally set by the Donor and the Ministry of Regional Development.
